US to send $30 million in military aid to South Sudan govt


May 3, 2007 (WASHINGTON) - President George W. Bush approved a second $30 million (A22.1 million) installment of military aid to southern Sudan's autonomous government, the White House announced.

The money is to help upgrade the region's former guerrilla force, the Sudan People's Liberation Army, into a conventional army, develop a defense plan for the region, establish a protective service for southern Sudan's president and high-ranking officials and create a police force and intelligence service.

"The United States has a critical interest in facilitating security sector reform in southern Sudan," National Security Council spokeswoman Kate Starr said in a statement.

The SPLA, ethnic African non-Muslims, fought a 2-decades-long war against the mainly Arab central government in Khartoum that ended three years ago. The conflict, separate from the Muslim-Muslim violence in Darfur, Western Sudan, was blamed for more than 2 million deaths, primarily from war-induced famine and disease.

To give the money to southern Sudan, Bush had to waive a section of the U.S. Arms Control Act that prohibits giving military aid to countries that sponsor terrorism.

While Sudan remains on the U.S. State Department's list of state sponsors of terror, southern Sudan qualifies for the waiver because it has had its own regional government under the 2004 comprehensive peace agreement that ended the civil war. Under the agreement, the region can hold a referendum in 2011 on whether to become an independent country.

 

Recently, the Bush Administration allowed and gave its blessings to arms shipped to Ethiopia from North Korea.  In case you are not aware of it, the Bush Administration was the driving force behind getting an arms embargo against North Korea within the United Nations.  This prohibits the sale and shipment of military hardware from North Korea.  However, to assist the proxy government in Ethiopia, the Bush Administration literally shredded the embargo against North Korea.  The Native Americans once called the “Great White Father” those who “speak with a forked tongue”.  In other words, one could not believe what they said or even what they agree to, as written upon paper.  There was little integrity.

 

Today, we see the same happening in Sudan.  The American government and corporations in the business of arms and oil have managed to flaunt their own orchestrated agreements and laws.  This can only further affirm that there is a gross lack of integrity within the American government.  The people of the world have increasingly observed this and there is a critical point of no return.  America was once the beacon of integrity, although it was not deserving of it, but that was the perception, especially after the Civil Rights Movement.  Much of this was an illusion and the open evils of America simply went underground, were marked top secret, and redacted.

 

These weapons to the Sudanese people must be denounced!  Weapons given to rebels are for the purpose of creating more chaos.  So long as Jonas Savimbi of Angola was being provided weapons for 27 years, millions of Angolans were being killed.   As stated in past CART Analysis, the more chaos in an African nation, the greater the profits of American and European corporations.  It is shameful when Black men and women clamor to profit in the same manner!  We even see the false delineations of Arab versus Black Africans in this article.  As you know, I have shown how these were mythical creations from the imaginations of economic predators.  Virtually all of Sudan is “Black Africa”, in spite of the fact that most speak Arabic.  Almost all Blacks in America speak English but it does not make the English.  The economic predator’s method of operation is to spread disinformation and to bombard you with it on a constant basis until you accept it as fact and the truth.  This is not about Black Africans versus Arabs.  This is not about Muslim versus Christian.  It is all about greed and specifically about the abundant natural resources of Sudan.  Certainly, Kuwait, Saudi and other Arab nations are involved in Sudan, that’s only natural.  However, it is important to bring these facts into balance with reality. 

 

The following is the thinking of the elite of Europe and America in the 1930s, and still is:

 

Nothing but the dominion of white races can maintain order and security in Africa, and ensure progress and development in the native population.  To establish and to strengthen this dominion is work done in the source of world peace.  The threatening signs of a colored rising in all parts of Africa call urgently for decisive action…..

 

The unequivocal demands contained in the political testament of the well-known Baron Tanaka and addressed to the Emperor of Japan, requiring Japan to turn its back on Europe and America, to take the leadership of the colored races, and to establish their predominance throughout Asia, are rapidly becoming the creed of the natives in all of the colonial areas……

 

It cannot be repeated too often that it is high time that western powers realized the threat to their existence resulting from the unity of purpose of the colored peoples in their hostility to the white races……..

 

And the political movement in favor of the Abyssinians that is being worked up among the negroes in the United States who are volunteering for service in the Abyssinian army and have even offered to give airplanes…..

 

Ghandi has been organizing national collections to raise funds for the support of Abyssinia, and the Hindu delegate Giri has brought in a vote of protest in the Parliament of Delhi against Italy’s action towards colored peoples. ….

 

What must be done therefore is to work for the peaceful penetration of the country, to open up the bordering territories by the building of roads, and to take the government of the country firmly in hand.  Under these conditions, the rudder could be put over, and the situation saved at the last minute……

 

It is purposeless to bombard the native mud huts, since no appreciable damage would be done….. [Recall Donald Rumsfeld’s statement about bombing  in Afghanistan]

 

The native certainly has the one advantage over European colonial troops, who are not used to the climate, lack of water, and unvarying diet, that he can keep on the march for days with a minimum of nourishment (a few handfuls of dry grain) and with hardly any clothing, and makes light of the great fluctuations in altitude and climate conditions.  Foreign troops can only make very slow progress in the deserts and mountainous country unless they are furnished with special equipment and provisioning.  And the danger of pestilence is great, both for men and animals…… 

 

On thing can be said with certainty, and that is that it would be risky to push forward a rapid advance into Ethiopian territory, and that to be successful it would be absolutely necessary to penetrate gradually, fortifying the conquered positions at once, and establishing the necessary connections (roads, railways, bridges, telephone lines, and water supply pipes) with the colonial hinter-land.

 

How Do You Conquer Abyssinia?

The task of opening up the country could be accomplished not so much by military operations as by constant efforts towards establishing a friendly understanding with the border tribes and by proclaiming development, free of all barbaric oppression, under the rule of the native chiefs.

 

The apprehensively inclined should remember the words of the wise French minister Klobukowishi, with his profound knowledge of the subject, “Abyssinia will not be conquered, it will be bought!

“Firmly in hand” implies making African leaders and chiefs their harlots, their prostitutes.  Something to be used for another’s pleasures and then to be cast aside.  What you read here is what preceded today’s game of “humanitarianism” to attain Africa’s resources while, not only assuring that White nations did not go down, but rise.  African people, overall, have not become better as a result of this so-called aid from America and Europe.  Aid brought you AIDS.  It brought more death.  It brought more fighting.  It brought more dependency on those whose motive is to maximize value at any cost.  Realize your power as a unified Black people.  Put aside your silly differences, old and new grudges.  White fear is even more apparent than it was in the 1930s and they have long been making covert moves to forever exterminate the source of those fears.  Black Power is Unity.  Black Power is Integrity!  Black Power is Love!  Black Power is far deeper than the skin pigmentation.
